Filing for Candidacy
Candidate packets are now available online for the next City of Happy Valley City Council election which will be held November 2, 2010 in the General Election. Paper copies of the candidate packet are available at City Hall, Office of the City Recorder. Open positions are Mayor and Council positions #1 and #3.
The Mayor and City Council election is held bi-annually at the General Election in November. The City Council is comprised of the Mayor and four (4) City Councilors. The Mayor and City Council positions #1 and #3 are elected by the voters at one General Election. Two years later at the next bi-annual General Election, City Council positions #2 and #4 are elected by the voters. City Councilors do not run for a specific position – the two individuals attaining the highest number of votes are elected. Conversely, candidates running for Mayor are specifically established. The candidate running for Mayor who obtains the highest number of votes is elected. Elected officials are required to file a Statement of Economic Interest annually with the Oregon Government Ethics Commission.

Qualifications of Candidates
(City Charter Chapter VII, Section 27) To hold a city elective position, each person must be a qualified elector under state law, and reside within the city for at least one year immediately before election or appointment to office. No person may be a candidate at a single election for more than one city office. Neither the mayor nor a councilor may be employed by the city. The council is the final judge of the election and qualification of its members.
